Most of these sites came to us running three to five separate vendors. The recurring complaint was never the cleaning — it was the hours spent mediating between contractors who each blamed the other.
What changes first
Attendance becomes visible, the schedule gets published on the notice board, and there is one supervisor whose name the committee knows. Those three things resolve most of what was wrong before any deep cleaning starts.
